Graduated with honors from Minsk State Radio Engineering Institute. Specialization – mechanical engineer. Further patent education received at the Central Institute of Advanced Training in the field of patent and license activity, Moscow. Continuing education was at the Law Institute, Minsk. Afterwards, graduated from Minsk State Linguistic University. Certified at the Universite Robert Schuman, Center d'Etudes Internationales de la Propriete Industrielle, Strasbourg, in 1996. 

Since 1993 has been attested as a Patent Attorney of the Republic of Belarus as well as a Eurasian Patent Attorney and the Head of «Elena N. Beliaeva» Patent Attorneys Bureau. 

1992/1993 worked in the Presidium of the National Academy of Sciences, as the Head of the Scientific Research and Development works commercialization Department. 

1975/1992 worked at Minsk Research Instrument-Making Institute, the Head of patent and license works 

1973/1975 -- Minsk Institute of Radio Engineering, the Chair of electronics engineering and production, as a research assistant. 

1969/1973 -- Institute of Technical Cybernetics, as a Research Engineer. 

Elena Beliaeva has a great experience in inventions patenting in the scopes of mechanics, electrical engineering, chemistry and trade marks registration. She is advising customers on the matters of breaching Intellectual Property owners’ rights, assignation of technologies and licenses.  She is also the author of the numerous publications on the matters of IP protection (see http://www.beliaeva.by/publikacii.htm).

Elena Beliaeva is a regular participant of the International conferences and seminars; a reporter on the issues of the Intellectual Property protection on the conferences and seminars in Belarus, Russia and abroad; a member of the Working Team, representative of the Republic of Belarus, UNECE, Geneva, Switzerland, the year 2002. She is also a lecturer of the National Center of Intellectual Property (NCIP) of the Republic of Belarus.
